Toho Water Authority is a water utility serving over 100,000 customers in Kissimmee, Poinciana, and unincorporated areas of Osceola County. The role of the Procurement Manager is to lead a four member procurement team, to manage the procurement operations, and to execute strategic vision for procurement support and compliance in the organization. The successful candidate will have demonstrated progressive experience issuing solicitations, evaluating proposals, contracting negotiations, and executing and administrating; reviewing purchase orders and purchase requests; performing detailed analysis of bids and proposals to ensure compliance; overseeing year-end inventory; monitoring the issuing, receiving, turn-in, and stocking of inventory items; overseeing surplus functions of material; and auditing purchase card programs. Minimum qualifications include Professional Public Buyer Certification and at least five years of relevant job experience. Supervisory experience is highly preferred. The purpose of this position is to lead a Procurement Team with carrying out, monitoring, and overseeing the centralized procurement and inventory operations of the organization. This is accomplished by issuing solicitations, evaluating proposals, contracting negotiations, and executing and administrating; reviewing purchase orders and purchase requests; performing detailed analysis of bids and proposals to ensure compliance; overseeing year-end inventory; monitoring the issuing, receiving, turn-in, and stocking of inventory items; overseeing surplus functions of material that is not needed; auditing purchase card program to ensure policies and procedures are being followed. Other duties include performing general administrative work to include attending meetings, preparing reports and correspondence and entering data into the computer.
Solicits preparation and contract management by issuing solicitations; conducting analysis of solicitations to ensure compliance; monitoring contracts; researching laws and specifications; preparing correspondence, attending pre-bid/pre-proposal conferences; preparing reports; entering data into various software programs
Inventories materials by issuing items; placing items in appropriate locations; receiving items; preparing reports to determine usage of items; turning items in for surplus
Monitors surplus and purchasing cards by conducting audit on purchasing card transactions and usage; ensuring purchases are in compliance with policies and procedures; accepting surplus materials from department and preparing them for disposal via online auction site; reporting revenue received for sales on surplus materials
Professional Public Buyer Certification.
Minimum of five years relevant experience.
Must possess and maintain a valid State of Florida Class E Driver's License.
