And in the house, it’s moved out of local and military affairs, also with a favorable vote and is moved onto community affairs. |

| Bills Update/The Florida Legislature just concluded it final week of committee meetings in preparation for the beginning of the 2010 Legislative Session on March 2. The 2010 Florida Legislature will once again face the prospect of a revenue shortfall for the 2010-2011 budget cycle. Current estimates indicate the Legislature will be dealing with a revenue shortfall of as much as $3.2 billion from the $65.6 billion budget passed last Session. To date, there have been a total of 1,749 bills filed, 1,146 in the Senate and 603 in the House. |

| Transparency in Government Spending HB 971 (Hukill)SB 1976 (Alexander) Recent Action: SB 1976 passed unanimously out of the Senate Governmental Oversight and Accountability Committee and is now on the calendar for consideration by the full Senate. There was no action on HB 971 during Week 6. |

| Transparency in Government Spending / HB 971 SB 1972 /SB 594 HB 1421 HB 971 and SB 1972 require the Department of Financial Services to create a searchable website for citizens to view expenditures and revenues of state and local government. The local governments are required to furnish the information to DFS. Local governments with populations of less than 10,000 are exempt. SB 594 and HB 1421 require the creation of a similar website but only for the expenditures and revenues of state government. Recent Action: There was no action on these bills during Week 5. |

| The attached bill was filed on February 18th, and is called Transparency in Gov't Spending. Similar to bills filed the past two years, it requires the creation of a state web site by DMS, and that all local gov't entities would be required to feed certain expenditure information to the site. Previously, the bill required expenditures exceeding $5,000 be reported. However, this new bill is much more onerous, and if passed, would create a significant burden on local gov'ts. The new bill requires the posting of ALL expenditures, regardless of amount, and now requires the posting of all salaries, revenues and agency indebtedness. |
